WHAT IS A DEVELOPMENTAL DISABILITY?

"Developmental Disability" is a term used to describe a number of lifelong conditions which impair an individual's development. The State of California defines it as follows:
  • Originating before the age of 18
  • Is attributable to a mental or physical impairment or a combination of mental and physical impairments
  • Is not solely physical in nature
  • Continues or can be expected to continue Indefinitely
  • Constitutes a substantial disability
  • Includes: - Mental Retardation
    - Epilepsy
    - Cerebral Palsy
    - Autism
    - Other handicapping conditions closely related to mental retardation or requiring similar treatment

NOTE: The Federal definition differs somewhat from the state's by defining a developmental disability in terms of functional limitations in areas such as self care, mobility, language, learning, self-direction, independent living, and economic self-sufficiency. The Federal definition also sets the age of onset at 22 years or earlier. The Area Boards are mandated to serve individuals under the Federal definition.
